Adding Outline Questions to a NoFA / RFP

Grantees will be required to answer all appropriate outline questions before submitting an application or an LOI.

If a NoFA / RFP has an LOI phase, each outline question will have an additional option to specify at which phase the questions should be answered. The options are LOI only, Application only or Both.

  1. Select the “Outline Questions” tab.

  2. Select the “add question/instruction” link.

  3. Enter the title of the new outline item (i.e. Summary, Qualifications, Detailed Narrative, Accomplishments, etc.)

  4. In the “Maximum Limit” field, provide the maximum number of characters that an applicant will be allowed to enter in the outline response.

  5. In the “Question/Instruction” field, enter a descriptive question or instruction which explains the outline item.

If the NoFA has a Letter of Interest phase, you will see the field labeled "Scope". Select the appropriate phase(s) for the question. If there is no LOI phase, the scope field will not be shown.

*Note: If you provide application instructions in a separate attachment, note that attachment here.

  6. Select the “Save” button to save your progress.

  7. After adding an outline question or instruction, you may choose to edit or remove it by selecting one of the action links. You can also modify the order of the questions by selecting "down" or "up". The questions will automatically be renumbered.

If the NoFA has an LOI phase, you will also see a scope column, indicating in which phase(s) the question will be used.
